INTRODUCTIONBeijing+10 - Commission on the Status of Women (CSW) - New York - March 2005
In New York, in March 2005, the CSW "will undertake,at its 49th session, a review of the implementation of the Beijing Platform for Action and the Outcome Documents of the twenty-third special session of the General Assembly entitled "Women 2000 : gender equality, development and peace for the twenty-first century", and consider current challenges and forward looking strategies for the advancement and empowerment of women and girls." (E/CN.6/2004/L.12)
Role of the Regional Commissions
The 5 UN Regional Commissions are :
ECA : Economic Commission for Africa
ECE : Economic Commission for Europe (North America)
ECLAC : Economic Commission for Latin America and the Caribbean
ESCAP : Economic and Social Commission for Asia-Pacific
ESCWA : Economic and Social Commission for Western Asia
At its 47th session (March 2003), "the CSW requested the regional Commissions to ensure that regional specificities and regional perspectives are highlighted and visibly reflected in the global ten-year review of implementation of the Beijing Platform for Action and the Outcome Document of 2000.
This resolution has given the five regional commissions a strong mandate to follow-up and monitor not only the implementation for the Beijing Platform for Action and the regional plans, but also the implementation of the Millenium Development Goals (MDG) and the Convention on Elimination of Discrimination against Women (CEDAW)".

The UN Economic Commission for Europe (North America) (UNECE)
"UNECE is one of the five regional arms of the United Nations. It was set up in 1947 by the United Nations Economic and Social Council (ECOSOC) to develop economic activity and strenghten economic relations within the UNECE region and between this region and the rest of the world".
UNECE Regional Preparatory Meeting for the 10 years Review and Appraisal of the Beijing Platform for Action - December 14/15 2004 in Geneva
The main objectives of the Meeting are :
"(I) support the implementation of the Beijing commitments at national level through the provision of a regional platform for the assessment of progress
(II) identify gaps and remaining challenges
(II) exchange good pratices to facilitate the process of policy convergence based on the successful experiences
(IV) contribute to the global 10-year Review of the Implementation of the Beijing Platform for Action."
"The Forum would not address the 12 areas of concern of the Beijing Platform for Action but a selected number of them, depending on their particular relevance to the UNECE region".
The main themes are :
1. Women in the Economy
2. Institutional Mechanisms to Promote Gender Equality
3. Trafficking of Women in the context of Migratory Movements
4. Emerging Issues (including gender budgets)
" The cross sectoral approach to discussing each theme is proposed. Speakers would thus be invited to refer to two major cross-sectoral issues of concern for the UNECE region : Poverty and Violence against Women, in a way which would be relevant for the themes."
NGO participation
"As in previous meetings of this kind, the NGOs will be actively involved in the event."

REVIEW OF BEIJING+ 10 FOR THE UNECE REGION
Objectives
The principle objective is to :
- coordinate the participation of NGOs at the UNECE Meeting of 14/15 December 2004.
Other aims include :
- the implementation of the Beijing Platform for Action and other documents
- the exchange of good practices
- the identification of gaps and remaining challenges
and, last but not least :
- the determination of emerging issues.
Themes and cross sectoral issues
As the principle aim is to prepare the participation of NGOs at the UNECE Meeting, the themes and the cross-sectoral issues of concern are the same as those described by the UNECE.
Expected output
- NGO interventions on each theme to participate to the interactive dialogue
with the panelists during the UNECE Regional Preparatory Meeting for the
10 year Review and Appraisal of the Beijing Platform for Action - Dec. 14/15
2004 - Geneva.
- NGO Forum Reports on each of the four themes. Each report should
emphasize recommendations for action.

Interpretation
The event will be conducted mainly in English with interpretation in French and Russian for the Plenary Sessions and if possible for some working groups.
Participation
Please note that only delegates of NGO organizations with consultative status to the ECOSOC (UN) and those which were officially accredited to Beijing + 5 will be able to get a badge giving access to the UN building. (Security regulations are very strict)
