The Committee commended Hungary's progress toward democratization and the implementation of the Convention in both its laws and practice. The Committee recommended that the government continue to develop training programmes for different professions.
The Committee expressed concern over reports of inadequate prison conditions, rough or cruel treatment of detainees being interrogated, and the lack of investigations following allegations of torture. The Committee also urged the government to re-examine its Criminal Code, which punishes torture only if the acting authorities knew they were committing a criminal offense by their acts.
Hungary's Fourth Periodic Report under the Convention Against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment was due on 25 June 2000 and is now OVERDUE.
