- The Committee expressed concern over discrimination faced by ethnic groups in regard to employment, housing and education. The Committee recommended that the Azerbaijani government take steps to facilitate access to remedies for minorities suffering racial discrimination. It also recommended that the government consider creating a national human rights institution to implement the Convention.

- The Committee on the Elimination of Racial Discrimination concludes the Azerbaijan government's report as a whole does not contain sufficient information to comply with the implementation of the Convention on the Elimination of All Forms of Racial Discrimination (CERD). The Committee establishes several concerns relating to failure of the government to provide information illustrating it sufficiently prevented and remedied racial discrimination and discrimination against asylum-seekers, refugees, stateless persons, displaced persons and long-term residents. Most pertinent to women's rights issues are the concerns regarding trafficking laws and policies and lack of support for victims.
