- The Committee expressed concern that gender discrimination and stereotypes continue to persist. The Committee was also concerned over reports of ill-treatment of children in the family, institutions and schools. The Committee noted that violence against women was increasing in Kyrgyzstan, along with associated harmful consequences for children. The Committee recommended that the Kyrgyz government ensure that all forms of physical and mental violence, including corporal punishment and sexual abuse against children in the family, schools and care institutions, are prohibited. The Committee recommended that these measures be accompanied by public education campaigns about the negative consequences of ill-treatment of children. The Committee also suggested positive, non-violent forms of discipline in the home and schools, as well as the strengthening of rehabilitation programs for abused children. In regard to abuse of women and girls, the Committee recommended implementing the recommendations of the Committee on the Elimination of Discrimination against Women. The Committee also suggested that attention be given to removing barriers that prevent victims from seeking assistance. The Committee expressed concern at the deterioriation of the health of women and children, particularly with regard to the increase in communicable diseases. The Committee suggested that the State party ensure that its commitment to primary health care is supplemented with financial and human resources.

- The Committee praised the adoption of a National Programme and Plan of Action for the realization of children’s rights. The Committee noted that Kyrgyzstan faces economic, social and political challenges following independence that impact on children. While the Committee recognized the positive measures Kyrgyzstan has taken through legislation and policy to address the Committees concerns and recommendations following the intitial report, it expressed a wide range of concerns and made several recommendations. The Committee showed concern that domestic legislation does not conform to the provisions of the Convention and that the new Children Code is not in compliance with the Convention. The Committee stated concern about the lack of a permanent mechanism to coordinate the multi-disciplinary policies and activities on children’s rights being carried out within Kyrgyzstan. Among the Committee’s recommendations were: develop a comprehensive system for collecting disaggregated data; ensure implementation of existing laws guaranteeing the principle of non-discrimination; take preventive measures to avoid separation of children from their homes; strengthen the instruments to prevent and combat torture, inhuman, and degrading treatment of children, particularly by police; establish a comprehensive policy for children with disabilities; and carry out a study of children involved in sexual exploitation in an effort to develop a program to prevent it.
