• The Committee commended the Azerbaijani government for undergoing law reforms and establishing a Human Rights Commission in Parliament. The Committee expressed concern, however, that no comprehensive legislation or policy to promote and protect the rights of the child yet exists. It also was concerned over the increase in child prostitution and the lack of information regarding child abuse within the family. The Committee recommended that the Azerbaijani government prioritize a system of data collection to assess and respond to the status of children, as well as conduct a study on the abuse, ill-treatment and suicides of children.

• Concluding observations of the Committee 
• On 27 January 2006, the Committee on the Rights of the Child adopted concluding observations regarding the Azerbaijan government's second report on the Convention on the Rights of the Child (CRC).  The Committee commended the government on the adoption of several legislative and programmatic measures intended to help implement the CRC.  The Committee notes the difficulty of implementing the CRC in the Nagorno-Karabakh Region, as it is not under de facto control of the Azerbaijan government.  The Committee also provides several aspects of the government's report that raise concerns, including: general principles of the Convention; rights and principles;  family environment and alternative care; basic health and welfare; education, leisure and cultural activities; special protection measures; and follow-up and dissemination.  In each of these areas, the Committee offers recommendations for improvement.  The Committee invites the Azerbaijan government to submit its third and fourth reports before 11 September 2009.
