- The Committee welcomed several legal reforms, including the Constitutional provision stating that ratified treaties are superior to contradictory domestic laws. The Committee expressed concern, however, over the recent increase in child prostitution and pornography and the absence of specific laws and programs to address such exploitation. The Committee was also concerned over the ill-treatment of children in the family and institutions, and it noted the inadequacy of programs providing for the psycho-social rehabilitation of child victims. The Committee recommended a review of national legislation to ensure compliance with the Convention and strongly recommended a law on the protection of the child. In addition, the Committee suggested the Bulgarian government examine the possibility of guidance to families in child-rearing, in order to prevent domestic violence abuse and abandonment of children.
