Freedom House has released a new study entitled “Countries at the Crossroads 2006.” The study examines the state of governance in 30 countries still in transitional phases of democracy, including Armenia. The report notes that Armenia is still struggling with authoritarian tendencies. Free and fair elections are elusive, and government crackdowns on opposition groups and the media remain prevalent. With regard to Armenia’s human rights record, the report notes that ill-treatment of detainees is a major issue, as is the treatment of ethnic minorities, who possess legal protection but lack equal opportunities and cultural protection. As for the rights of women, the study indicates that while formal equality exists, Armenian society is male-dominated and women are highly underrepresented, particularly in government positions. Further, domestic violence is endemic and the trafficking of Armenian women abroad has not been adequately addressed. The study applauds the work of local NGOs and the newly appointed human rights defender, but indicates that both play relatively minimal roles.
