The authors of the new Family Code have been explaining for a long time that the children in whose birth certificate is written “Parent – unknown” are discriminated against. However, in Varna this fact surprisingly turns out to be a plus – 100 children were able to take advantage of the limited places in the kindergartens only due to the absence of the father’s name in their documents. The question is when would some normal criteria for accepting children in the kindergartens be introduced because obviously, building up a normal quantity of kindergartens is impossible? In one city, children are accepted because they don’t have fathers, in another they are classified according to sponsorship, in third, the rule of “the fastest one wins” is valid, while in a fourth city, the two parents are obliged to work within the municipality’s district.
Some of these criteria are real discrimination. All in all, the purpose of the kindergartens is to relieve the parents who work and pay taxes. It is not a battlefield for territory.
