The International Labor Organization (ILO) adopted the Forced Labor Convention (C29) in 1930. Under ILO Convention 29, States Parties undertake to eliminate forced or compulsory labor in all forms, which could be extended to forced employment in the context of trafficking. Under the convention, "forced or compulsory labor" is defined as "all work or service which is exacted from any person under the menace of any penalty and for which the said person has not offered himself voluntarily."
