The Committee commended the Ukraine Government’s continuing work to reform legislation, the abolition of the death penalty, and the creation of an appeals court system. The Committee noted provisions in the laws that prohibit the dissemination of racial and ethnic hate propaganda and the creation of organizations based on racial hatred, as well as legal actions taken against publications and organizations for such actions. The Committee was concerned that sufficient efforts had not been made to conform with the requirements of the Convention prohibiting discrimination on the grounds of race or ethnic or national origin and urges the Government to take legislative measures where necessary. The Committee was also concerned that institutions, which provide enforcement of racial discrimination laws and provide remedies, are not adequately being employed.
