The Program's purpose is to ensure equal rights of women and men and equal opportunities for their realization as a basic human right.

The basic tasks of the Program are:
- the formation and realization of public policy in the field of ensuring gender equality;
- creation of a proper legislative basis;
- bringing special laws and normative acts into accordance with the Law of Ukraine "On ensuring equal rights and opportunities of women and men";
- adaptation of legislation of Ukraine to the EU legislation in the field of ensuring gender equality;
- improvement of the mechanism of gender-legal expertise for current legislation and drafts of normative acts;
- creation of an institutional mechanism to provide equal rights and opportunities for women and men;
- introduction of a gender approach into the activity of executive power organs and organs of local self-government;
- preparation and publication of a state report on implementation of CEDAW in Ukraine and an annual state report on ensuring gender equality in Ukraine;
- ensuring collaboration of central and local organ executive powers on gender-related issues with scientific institutions of the National Academy of Sciences, involving NGOs and international agencies in conducting scientific and expert research;
- support of public initiatives directed at forming a gender culture and overcoming existing stereotypes concerning the of women in society;
- involving Ukrainian and international NGOs in the preparation of decisions of executive organs and local self-government organs related to gender equality issues;
- public review of drafts of normative acts and programs, directed at ensuring gender equality;
- conducting conferences, roundtables, educational seminars and other mass events;
- conducting informative and educational work on issues of elimination of all forms of gender discrimination, overcoming stereotypes concerning the role of women and men in the family and society, ensuring spiritual values, forming responsible maternity and paternity, ensuring gender parity in the spiritual sphere;
ensuring the inclusion of a gender aspect in programs for socio-economic development of regions and industries, as well as ensuring gender equality in the personnel decisions of executive central and local organs;
- monitoring fulfillment of the requirements that ensure gender equality in job advertisements, publications related to the labour market situation, as well as coverage of the role of women and men in all spheres of society.
