In January 2006, the Ministry of the Interior published the Police Ethics code, which states the need and decisions of the police of the Republic of Montenegro to respect basic human rights and freedoms in conducting its activities, and especially to act in a legal, tolerant and equitable way.

Article 11 of this code states that all police officials, within the frame of their capabilities, are obliged to provide support to abandoned children, minors, other disable persons, persons without means for living and all other persons who are in danger to life.
