International treaties

International Covenant on Civil and Political Rights: Ratified on 9 December 1974 with reservations and declarations. Entered into force on 23 March 1976. The Optional Protocol was acceded to on 20 July 1993 with declarations and entered into force on 20 October 1993. The Second Optional Protocol was ratified on 27 February 1991 and entered into force on 11 July 1991.

International Covenant on Economic, Social & Cultural Rights: Ratified on 9 December 1974 with declarations and reservations. Entered into force on 3 January 1976.

Convention on the Elimination of All Forms of Discrimination against Women: Ratified on 7 January 1982 with no reservations. Entered into force on 6 February 1982. The Optional Protocol was ratified on 25 August 2003.

International Convention on the Elimination of All Forms of Racial Discrimination: Acceded to on 15 September 1970 with declarations. Entered into force on 15 October 1970.

Convention on the Rights of the Child: Ratified on 28 September 1990 with no reservations. Entered into force on 28 October 1990. The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict was ratified on 10 November 2001 with a declaration and entered into force on 12 February 2002. The Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography was ratified on 18 October 2001 with no reservations. Entered into force on 18 January 2002.

Convention against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment: Acceded to on 18 December 1990 with no reservations. Entered into force 17 January 1991. The Optional Protocol was signed only on 24 September 2003.

The International Convention on the Protection of the Rights of all Migrant Workers and Members of Their Families has not been signed or ratified. 

Convention relating to the Status of Refugees: Acceded to on 7 August 1991 with no reservations. Entered into force on 5 November 1991. The Protocol relating to the Status of Refugees was ratified on the same date. 

Supplementary Convention on the Abolition of Slavery, the Slave Trade, and Institutions and Practices Similar to Slavery: Ratified on 13 November 1957 and entered into force on 13 November 1957.

Optional Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children: Ratified on 4 December 2002.

Rome Statute of the International Criminal Court: Ratified on 11 April 2002.

ILO Convention No. C29 Forced Labour Convention: Ratified on 28 May 1957.

ILO Convention No. C111 Discrimination (Employment & Occupation) Convention: Ratified on 6 June 1973.

ILO Convention C143 Migrant Workers (Supplementary Provisions) Convention: No action has been taken.

ILO Convention No. C182 Concerning the Prohibition & Immediate Action for the Elimination of the Worst Forms of Child Labour: Ratified on 13 December 2000.

Regional Treaties

Statute of the Council of Europe: Romania became a member of the Council of Europe on 7 October 1993.

European Social Charter (revised): Ratified on 7 May 1999 with several declarations. Entered into force 1 July 1999.

(European) Convention on the Protection of Human Rights and Fundamental Freedoms: Ratified and entered into force on 20 June 1994 with reservations. The Romanian Government ratified Protocols 1 to 10 on 20 June 1994, Protocol 11 on 11 August 1995 and Protocol 13 on 7 April 2003. Romania signed Protocol 12 on 4 November 2000 and Protocol 14 on 13 May 2004.

European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment: Ratified on 4 October 1994, together with Protocol 1 and Protocol 2, with no reservations. 

European Framework Convention for the Protection of National Minorities: Ratified on 11 May 1995 with no reservations. Entered into force on 1 February 1998.

Istanbul Convention has not been signed or ratified.
