International Treaties Ratified

Convention against Transnational Organized Crime: Adopted in 2000. Entered into force on 29 September 2003. Ratified 21 May 2004. Two additional protocols, the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, were also ratified on 21 May 2004.

Convention relating to the Status of Refugees: Entered into force 22 April 1954. Acceded to on 10 June 2002. The Protocol relating to the Status of Refugees was acceded to on 4 April 2002.  

ILO C182 Worst Forms of Child Labour: Entered into force 19 November 2000. Ratified on 14 December 2000.

C156 Workers with Family Responsibilities Convention: Adopted on 3 June 1981. Entered into force on 11 August 1983.  Ratified on 11 April 2000.

Rome Statute of the International Criminal Court: Signed on 20 January 2000. Entered into force 1 July 2002. Ratified the Agreement on the Privileges and Immunities of the Court on 29 January 2007.

Convention on the Rights of the Child: Ratified on 28 August 1991 with no reservations. Entered into force on 27 September 1991. The Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography was ratified on 3 July 2003 and entered into force on 3 August 2003. The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict entered into force 12 February 2002 and was ratified on 23 June 2004.

Convention against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment: Ratified on 24 February 1987 with reservations on Articles 20 and 30. Entered into force on 26 June 1987. The Optional Protocol went into force on 22 June 2006 and was ratified on 19 September 2006.

Convention on the Elimination of All Forms of Discrimination against Women: Ratified on 12 March 1981 with no reservations. Entered into force on 3 September 1981. The Optional Protocol was ratified on 26 September 2003 and entered into force on 26 December 2003.

International Covenant on Civil and Political Rights: Ratified on 12 November 1973 with a declaration. Entered into force on 23 March 1976. The Optional Protocol was acceded to on 25 July 1971 and entered into force on 25 October 1991. The Second Optional Protocol aiming at the abolition of the death penalty was ratified on 25 July 2007.

International Covenant on Economic, Social and Cultural Rights: Ratified on 12 November 1973 with declarations. Entered into force on 3 January 1976.

International Convention on the Elimination of All Forms of Racial Discrimination: Ratified on 7 March 1969 with reservations. Entered into force on 6 April 1969.

ILO C111 Discrimination (Employment & Occupation) Convention: Entered into force on 15 June 1960. Ratified on 4 August 1961.

Supplementary Convention on the Abolition of Slavery, the Slave Trade, and Institutions and Practices Similar to Slavery: Entered into force on 30 April 1957. Ratified and entered into force on 3 December 1958.

ILO C29 Forced Labour Convention: Entered into force on 1 May 1932. Ratified on 10 August 1956.

International Treaties Not Yet Ratified

ILO C143 Migrant Workers (Supplementary Provisions) Convention: Adopted in 1975. No action has been taken.

International Convention on the Protection of the Rights of all Migrant Workers and Members of Their Families: Adopted in 1990.  Entered into force in 2003.  No action has been taken. 

Regional Treaties

European Social Charter: Signed on 7 May 1999 and ratified on 15 September 2006.

Council of Europe Convention on Action against Trafficking in Human Beings: Adopted on 16 May 2005. Signed only on 17 November 2005.

(European) Convention on the Protection of Human Rights and Fundamental Freedoms: Ratified and entered into force on 11 September 1997 with reservations. Protocols 1, 2, 3, 4, 5, 7, 8 and 11 were ratified on 11 September 1997, Protocol 6 was ratified on 4 April 2000 and Protocol 13 was ratified on 11 March 2003. Protocol 14 was signed on 10 November 2004 and ratified in May 2005. Protocol 12 was ratified on 27 March 2006.

European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment: Ratified on 5 May 1997 with no reservations and entered into force on 1 September 1997. Protocol No.1 and Protocol No.2 were ratified on 7 November 2001 with no reservations and entered into force on 1 March 2002.

(European) Framework Convention for the Protection of National Minorities: Ratified on 26 January 1998 with no reservations and entered into force on 1 May 1998.

Statute of the Council of Europe: Ukraine became a member of the Council of Europe on 9 November 1995.
