International Treaties

International Covenant on Civil and Political Rights: Succeeded to on 12 October 1992 with declarations. Entered into force on 8 October 1991. Both the Optional Protocol and the Second Optional Protocol were acceded to on 12 October 1995 and entered into force on 12 January 1996.

International Covenant on Economic, Social, and Cultural Rights: Succeeded to on 8 October 1991 with no reservations. Entered into force on 8 October 1991.*

Convention on the Elimination of All Forms of Discrimination against Women: Succeeded to on 9 September 1992 with no reservations. Entered into force on 9 October 1992. The Optional Protocol to CEDAW was ratified on 7 March 2001 and entered into force on 7 June 2001. 

Convention on the Elimination of All Forms of Racial Discrimination: Succeeded to on 12 October 1992 with no reservations. Entered into force on 12 October 1992.

Convention on the Rights of the Child: Succeeded to on 12 October 1992 with no reservations. Entered into force on 8 October 1991. Croatia ratified the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict on 1 November 2002 and it entered into force on 1 December 2002. Croatia ratified the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography on 13 May 2002. It entered into force on 13 June 2002.

Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment: Succeeded to on 12 October 1992 with no reservations. Entered into force 8 October 1991. Croatia ratified the Optional Protocol on 25 April 2005.

The International Convention on the Protection of the Rights of all Migrant Workers and Members of Their Families: No action has been taken. 

Convention relating to the Status of Refugees: Succeeded to on 12 October 1992 with no reservations. Entered into force on 10 January 1993. The Protocol relating to the Status of Refugees was ratified on the same date.

Supplementary Convention on the Abolition of Slavery, the Slave Trade, and Institutions and Practices Similar to Slavery: Ratified on 12 October 1992 with no reservations. Entered into force on 12 October 1992. 

Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children: Ratified on 24 January 2003. Entered into force 25 December 2003.

Rome Statute of the International Criminal Court: Ratified on 21 May 2001. Entered into force 1 July 2002.  

ILO C29 Forced Labor Convention: Ratified on 8 October 1991.

ILO C111 Discrimination (Employment & Occupation) Convention: 8 October 1991.

ILO Convention C143 Migrant Workers (Supplementary Provisions) Convention: No action has been taken.

ILO C182 Worst Forms of Child Labour Convention: Ratified on 17 July 2001.

 

Regional Treaties

Statute of the Council of Europe: Croatia became a member of the Council of Europe on 6 November 1996.

European Social Charter and the Additional Protocol to the European Social Charter: Ratified 26 February 2003. Entered into force 28 March 2003. Additional Protocol to the European Social Charter Providing a System for Collective Complaints: Ratified 26 February 2003. Entered into force 1 April 2003. Protocol Amending the European Social Charter: Ratified 26 February 2003. Not yet entered into force.

European Social Charter (revised): Signed 6 November 2009.  Not yet ratified

(European) Convention on the Protection of Human Rights and Fundamental Freedoms: Ratified and entered into force on 5 November 1997 with reservations. Protocols 1, 2, 3, 4, 5 and 8 : ratified and entered into force 5 November 1997. Protocol 6: ratified 5 November 1997; entered into force on 1 December 1997. Protocol 7: ratified 5 November 1997; entered into force on 1 February 1998. Protocol 9 and 10: No action has been taken. Protocol 11: ratified 5 November 1997; entered into force on 1 November 1998. Protocol 12: ratified on 3 February 2003; entered into force 1 April 2005. Protocol 13: ratified on 3 February 2003; entered into force1 Jul 2003. Protocol 14: signed on 13 May 2004, ratified 30 January 2006, entered into force 1 June 2010.

European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment: Ratified on 11 October 1997 and with no reservations and entered into force on 1 February 1998. Protocol No.1 and Protocol No.2 were ratified on 4 November 2000 with no reservations and entered into force on 1 March 2002.

(European) Framework Convention for the Protection of National Minorities: Ratified on 11 October 1997 with no reservations and entered into force on 1 February 1998.
