International Treaties

International Covenant on Civil and Political Rights: Ratified on 12 November 1973 with a declaration. Entered into force on 23 March 1976. The Optional Protocol was acceded to on 25 July 1971 and entered into force on 25 October 1991. No action has been taken on the Second Optional Protocol.

International Covenant on Economic, Social and Cultural Rights: Ratified on 12 November 1973 with declarations. Entered into force on 3 January 1976.

Convention on the Elimination of All Forms of Discrimination against Women: Ratified on 12 March 1981 with no reservations. Entered into force on 3 September 1981. The Optional Protocol was ratified on 26 September 2003 and entered into force on 26 December 2003.

International Convention on the Elimination of All Forms of Racial Discrimination: Ratified on 7 March 1969 with reservations. Entered into force on 6 April 1969.

Convention on the Rights of the Child: Ratified on 28 August 1991 with no reservations. Entered into force on 27 September 1991. The The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict was signed only on 7 September 2000. The Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography was ratified on 3 July 2003 with no reservations and entered into force on 3 August 2003.

Convention against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment: Ratified on 24 February 1987 with reservations on Articles 20 and 30. Entered into force on 26 June 1987. The Optional Protocol has not been signed nor ratified.

International Convention on the Protection of the Rights of all Migrant Workers and Members of Their Families: No action has been taken. 

Convention relating to the Status of Refugees: Acceded to on 10 June 2002. The Protocol relating to the Status of Refugees was acceded to on 4 April 2002.  

Supplementary Convention on the Abolition of Slavery, the Slave Trade, and Institutions and Practices Similar to Slavery: Ratified on 3 December 1958 and entered into force on 3 December 1958.

Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children: Ratified on 21 May 2004.

Rome Statute of the International Criminal Court: Signed on 20 January 2000.

ILO C29 Forced Labour Convention: Ratified on 10 August 1956.

ILO C111 Discrimination (Employment & Occupation) Convention: Ratified on 4 August 1961.

ILO C143 Migrant Workers (Supplementary Provisions) Convention: No action has been taken.

ILO C182 Worst Forms of Child Labour: Ratified on 14 December 2000.

Regional Treaties

Statute of the Council of Europe: Ukraine became a member of the Council of Europe on 9 November 1995.

European Social Charter (revised): Signed only on 7 May 1999.

(European) Convention on the Protection of Human Rights and Fundamental Freedoms: Ratified and entered into force on 11 September 1997 with reservations. Protocols 1-5, 7, 8 and 11 were ratified on 11 September 1997, Protocol 6 was ratified on 4 April 2000 and Protocol 13 was ratified on 11 March 2003. No action has been taken on Protocol 14.

European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment: Ratified on 5 May 1997 with no reservations and entered into force on 1 September 1997. Protocol No.1 and Protocol No.2 were ratified on 7 November 2001 with no reservations and entered into force on 1 March 2002.

(European) Framework Convention for the Protection of National Minorities: Ratified on 26 January 1998 with no reservations and entered into force on 1 May 1998.
