  • Submitted: 4 October 2004
  • Summary Record of the 667th Meeting
  • Summary Record of the 670th Meeting (French)
  • Concluding Observations of the Committee (French) (Spanish)
  • The Committee acknowledged the complex legal structure between the two autonomous regions but noted that the Convention must be implemented at all levels and in all places, without exception. It noted that Bosnia and Herzogovina made positive changes in legislation and in the judiciary that reflect their commitment to the Convention. The Committee expressed concern about the country's response to the torture and ill-treatment that took place during the war and offered specific recommendations to address current inadequacies in the country's response. The Committee noted concern about reports of inter-prisoner violence, including sexual violence and expressed concern that prisoners were not separated by gender. Bosnia and Herzogovina was strongly advised to establish separate facilities for detaining or containing men, women, and children. The Committee also called for an improved response to trafficking for sexual slavery, to be reflected in legislation and in practice by law enforcement officials. For the next report, the country was asked to better disaggregate their data about instances of torture and ill-treatment .
