First Periodic Report

  • The Committee welcomed the establishment of regional family-planning centers as well as the proposed creation of a women's bank to provide loans and credit to women entrepreneurs. The Committee expressed concern over the absence of a definition of or mechanism to prosecute discrimination against women and recommended that a definition modeled on the Covenant be adopted. In regard to trafficking, the Committee recommended that the Azerbaijani government review the current legislation and eliminate any discriminatory parts regarding trafficking of women, as well as provide migrant women with information to reduce the risk of exploitation. In addition, the Committee suggested that the government assess the prevalence and extent of violence against women by working with local NGOs to create programs to combat violence.
