Concluding observations of the Committee (French) (Spanish)
The Committee welcomed the establishment of several government agencies concerned with the welfare of the child, as well as efforts to place institutionalized children into families. The Committee expressed concern over incidences of child abuse and neglect within the family, as well as the abandonment of children. It regretted that these children were vulnerable to sexual abuse, drug abuse and alcoholism and the numbers of children living or working in the streets was growing. The Committee recommended that the government undertake research regarding abuse of children within the family, as well as to make special efforts to bring legislation fully in compliance witht the Convention.

The Committee welcomed several new laws, including Decision No. 347/2002 on child protection programs concerning street children and institutionalized children; Law No. 678/2001 concerning trafficking of persons; Law No. 197/2000 on domestic violence and child abuse; the national health program for the child and the family; the national strategy for combating HIV/AIDS; and various programs for minorities. Among other concerns, the Committee expressed concern over the inadequacy of awareness-raising measures on child abuse and neglect, as well as the increase in domestic violence. The Committee recommended that the government establish measures to effectively investigate and prosecute cases of child abuse, provide training to professionals in identifying cases of ill-treatment and ensure support and rehabilitation services to child victims.
