  • The Committee welcomed the adoption of specific laws that included-non discrimination of children national minorities, immigrants and children with disabilities, as well as state efforts toward a common policy for all of the country regarding primary and secondary education. The adoption of the Action Plan for Children 2002-2002 and the establishment of the Council for Children of Bosnia and Herzegovina is recognized as significant effort in policy development regarding children's rights. But, it is noted that the particular political and administrative structure of the country (two Entities, ten Cantons and an administrative district, each with widespread budgetary and administrative autonomy) may be an obstacle for the development and implementation of state policies and legislation. In Recomendation 13, the Committee recommends stronger support for the Council of Children regarding the human and financial resources needed for implementation of the Plan for Action. In order to provide better child protection and inclusion of children, it is recommended that the level of cooperation and partnership with NGOs and civil society as a whole be increased. It is also recommended that particular attention be paid to Article 4 of the Covention by prioritizing budgetary allocations to ensure implementation of the economic, social and cultural rights of children, in particular those belonging to economically disadvantaged groups.
