  • The Committee welcomed new Romanian laws prohibiting racial discrimination as well as government initiatives to raise awareness of human rights through civic instruction. The Committee recommended that the government establish proper institutional tools to enforce legislation and to combat racial stereotypes and discriminative actions.

  • The Committee welcomed several legislative measures, as well as the establishment of a Governmental Department for the Protection of National Minorities. The Committee was concerned, however, over continuing xenophobic attitudes, the status of the Roma in terms of education and employment and certain provisions of Romanian legislation not fully in compliance with the Convention. The Committee made several recommendations, including that the Romanian government adopt laws that fully prohibit discrimination by individuals and organizations according to the Convention, punish all racist practices in the media, implement affirmative action measures to assist the Roma and develop training programs for law enforcement on human rights practices.
