- The Committee discussed human rights violations committed in the ethnic cleansing and genocidal aggression in the Republic of Bosnia and Herzegovina. Among the violations included: forcible displacement, arbitrary executions, rape, conversions to other religions, attacks on civilian targets and violations of human rights in concentration camps. The Committee regretted that such violations continued to occur even in "safe areas" declared by the Security Council. The Committee called for enforcement measures by the Security Council in response to the situation in Bosnia and Herzegovina and offered technical assistance to the State party in the form of a mission to promote the elimination of all forms of racial discrimination.

The Committee expressed concern about the lack of updated statistical data on the ethnic composition of the population, as well as on the number and nature of reported acts of racial discrimination in BH. The existing legal structure is described as discriminatory due to the exclusion of all persons who are referred to as “Others” (national minorities or ethnic groups other than dominating Bosniaks, Croats, or Serbs) from the House of Peoples and the Presidency (discriminatory election law). Further, it is recomended that the state ensure the financial autonomy and functional effectiveness of the Office of the Ombudsman. Sufficient financial support is recommended to be given to the Roma Council. Additional concern is expressed regarding the general status of the Roma population in BH, especially regarding access to housing, social and health care, education and employment.
