  • The Committee welcomed the adoption of a new Constitution providing that universally recognized principles and norms of international law and human rights treaties shall be incorporated into Estonia's laws and granted precedence over inconsistent national laws (Articles 3 and 23). At the same time, however, the Committee expressed some concern over how the implementation of these Articles would be realized. In regard to Article 3 of the Covenant, the Committee was dissatisfied over the limited information provided on the situation of women in Estonia and recommended that more information be provided in the Second Periodic Report. It also recommended that steps be taken to include educational programs to attain equality between men and women. In addition, the Committee suggested that laws be enacted that enable victims of human rights violations to be effectively compensated.
