The Russian Justice Initiative, a non-governmental organization (NGO) focused on protecting and promoting human rights in the North Caucasus region of the Russian Federation, has released a new report on strategies for the elimination of female genital mutilation (FGM) in the Russian Republics of Dagestan, Ingushetia and Chechnya. This new report updates information published in a 2016 report on FGM in the North Caucasus, in order to understand how the 2016 report impacted public opinion about FGM and whether the report prompted the government of the Russian Federation to fulfill its international obligations to protect women and girls from FGM. The 2018 report also surveyed changes in international law on FGM since 2016, qualitatively evaluated men’s attitudes toward FGM in the North Caucasus, and finally, reviewed best practices for the reduction and elimination of FGM as implemented by other countries over the past 30-40 years.
