International Treaties

 

International Covenant on Civil and Political Rights: Ratified on 21 September 1970 with reservations on Article 48 and entered into force on 23 March 1976. The Optional Protocol was acceded to on 26 March 1992 with no reservations and entered into force on 26 June 1992. The Second Optional Protocol was ratified on 10 August 1999 with no reservations and entered into force on 10 November 1999. 

International Covenant on Economic, Social and Cultural Rights: Ratified on 21 September 1970 with reservations on Article 26. Entered into force on 3 January 1976. 

Convention on the Elimination of All Forms of Discrimination against Women: Ratified on 8 February 1982 with no reservations. Entered into force March 10, 1982. The Optional Protocol was signed on 6 June 2000.

International Convention on the Elimination of All Forms of Racial Discrimination: Ratified on 8 August 1966 with reservations on Articles 17 and 18. Entered into force on 4 January 1969.

Convention on the Rights of the Child: Ratified on 3 June 1991 with no reservations. Entered into force on 3 July 1991. The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict was ratified on 12 February 2002 with a declaration on Article 3. The Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography was ratified on 12 February 2002 with no reservations. Both Protocols entered into force on 12 March 2003.

 

Convention against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment: Ratified on 16 December 1986 with reservations on Article 20 and Article 30. Entered into force 26 June 1987. The Optional Protocol has not been signed or ratified.

International Convention on the Protection of the Rights of all Migrant Workers and Members of Their Families has not been signed or ratified. 

Convention relating to the Status of Refugees: Ratified on 12 May 1993 with no reservations. Entered into force on 10 August 1993. The Protocol relating to the Status of Refugees was ratified on the same date. 

Supplementary Convention on the Abolition of Slavery, the Slave Trade, and Institutions and Practices Similar to Slavery: Ratified on 21 August 1958 with no reservations. Entered into force on 21 August 1958.   

Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children: Ratified on 5 December 2001 with no reservations.

Rome Statute of the International Criminal Court: Ratified on 11 April 2002. 

ILO C29 Forced Labour Convention: Ratified on 22 September 1932.

ILO C111 Discrimination (Employment & Occupation) Convention: Ratified on 22 July 1960. 

ILO C143 Migrant Workers (Supplementary Provisions) Convention: No action has been taken. 

ILO C182 Worst Forms of Child Labour: Ratified on July 28, 2000. 

Regional Treaties

Statute of the Council of Europe: Bulgaria became a member of the Council of Europe on 7 May 1992. 

European Social Charter (revised): Ratified on 7 June 2000 and entered into force on 1 August 2000 with several declarations.

[European] Convention on the Protection of Human Rights and Fundamental Freedoms: Ratified and entered into force on 7 September 1992 with no reservations. The Bulgarian Government ratified Protocols 1, 2, 3, 5 and 8 on 7 September 1992, Protocol 4 and Protocol 7 on 4 November 2000, Protocol 11 on 3 November 1994 and Protocol 13 on 13 February 2003. Protocol 14 has not been signed or ratified.

European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment: Ratified on 3 May 1994 with no reservations and entered into force on 1 September 1994. Protocol No.1 and Protocol No.2 were ratified on 27 October 1997 with no reservations and entered into force on 1 March 2002.

[European] Framework Convention for the Protection of National Minorities: Ratified on 7 May 1999 with one declaration and entered into force on 1 September 1999.
