A conference was held in Belgrade on 26 May 2005 as part of an effort to advocate for the rights of trafficking victims in the broader goal to combat trafficking. It "brought together more than 100 governmental and non-governmental anti-trafficking practitioners and experts from many OSCE participating States." The OSCE Special Representative on Combatting Trafficking in Human Beings indicated that progress has been made, but that there has been little success in ending the practice. She called on countries to reevaluate the strategies being used to address the problem. Countries used the conference to exchange best-practices and to discuss various mehods of victim identification. The Head of the OSCE Mission commended the efforts and progress of Serbia and Montenegro for "establishing a legal framework for the effective combating of this particular form of organized crime." Serbia has taken steps to train their police force and has established an office to identify victims, address their needs and provide assistance. It has created a model for other countries to follow.
