Lithuania's First Periodic Report under CAT Examined

Lithuania's First Periodic Report under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) was examined by the Committee against Torture at its 31st session from 10 November 2003 to 21 November 2003. In its concluding observations, the Committee welcomed several new laws and developments, including the approval of a National Human Rights Action Plan and the establishment of an Ombudsman for Equal Opportunities of Women and Men. The Committee expressed concern over sevearl issues, including reports of ill-treatment of detainees and prisoners, detention conditions, and the lack of a definition for torture and the absence of a specific offense for torture in the penal laws.

Lithuania ratified CAT on 2 March 1996.
