A report by the Special Representative and Co-ordinator for Combating Trafficking in Human Beings, indicates that Portugal, with the help of the OSCE, has made extensive improvements related to its efforts to fight human trafficking.

In 2007, amendments expanded the definition of human trafficking in Portugal. Despite these amendments, investigations and prosecutions remained relatively low. However, Portuguese authorities acknowledged the need for improvements regarding criminal justice response, including strengthening victim identification efforts. Increased cooperation between Portuguese authorities and NGOs was recommended as a means to strengthen victim identification and service referrals. An agreement was reached between government entities and NGOs aimed at sharing information to improve referral mechanisms, enhance knowledge for victims, and improve protection and reintegration of victims.

Information on child trafficking is lacking, and Portugal intends to develop more specific measures in this area.
