Kazakhstan: Lawmakers Pass Law Against “LGBT Propaganda”

On November 11th, the lower house of Kazakhstan’s parliament passed a law banning LGBT “propaganda” online or in the media, mandating fines or short prison sentences for violators.

The latest amendments to the bill have introduced an administrative offence for disseminating “propaganda of non-traditional sexual orientation in the public domain”. The bill is likely to pass in the Kazah senate, and if so, it would violate Kazakhstan’s international human rights commitments. UN experts agreed that if approved, this law will entrench stigma for the LGBTIQ+ community in Kazakhstan, will outlaw sexual expression, and further shrink the civil society space in the country. 

LGBTIQ+ advocacy groups in Kazakhstan have rejected the amendments to the law, stating they are ready to continue fighting for the rights of the community.
