United Nations: Working Paper on Preventing and Responding to Sexual Violence Against Women Displaced by Conflict is Released

As the tenth anniversary of UN Security Council Resolution 1325 on Women, Peace and Security nears, a newly established UN Civil Society Advisory Group on Women, Peace, and Security (CSAG) has released several working papers on topics related to Resolution 1325. The group was formed to advise the Secretary General on protecting women’s human rights in conflict and ensuring women’s participation in post-conflict peace processes and reconstruction.

In July, CSAG released the Working Paper on Preventing and Responding to Sexual Violence Against Women Displaced by Conflict which commended the UN’s Guidelines for Gender-based Violence Interventions in Humanitarian Settings: Focusing on Prevention of and Response to Sexual Violence in Emergencies, but found that these guidelines were often not disseminated to, or understood by, United Nations, NGO or local government workers in the field. The Working Paper recommended increased training for all aid workers, further coordination of efforts to provide security and services for displaced women, stronger accountability measures for abuses as implemented by both government and non-state actors, and increased participation by affected women in the implementation of services and in leadership positions within the peace processes.
