COVID-19 Domestic Violence Country Updates: Ukraine

In Ukraine, since the beginning of the pandemic, reports of domestic violence have surged. UN Women data shows that calls to domestic violence helplines have increased by 50% in the Donbass war zone and by 35% in other Ukrainian regions. One lawyer noted that most “police are not reacting or taking calls [of domestic violence] seriously.” Police have an obligation to either remove the perpetrator from their home or to find a safe place for the victim; however, during the lockdown, police have not been following this protocol. Shelters currently have two to three times as many women in need of their services and are at maximum capacity. Ukraine’s capital Kyiv has only two functioning women’s shelters.
