The Next Wave report, produced by the European Parliamentary Forum on Sexual and Reproductive Rights (EPF) and presented at the European Parliament, offers groundbreaking insights into the evolution of the anti-gender movement in Europe over the past five years. It reveals how more than $1.18 billion USD was invested in anti-gender activism across the continent between 2019 and 2023, based on data collected from over 275 organizations in 28 countries.

The report highlights the multifaceted nature of anti-gender actors by classifying them into five different dimensions: religious, civil society, political, knowledge production, and geopolitical. It also draws attention to the rise of anti-gender service providers—such as FEMM, HeartBeat, and Fertilitas. These organizations promote ideologically driven alternatives to sexuality education, unwanted pregnancy, and family planning.

Ultimately, the report underscores the critical need to understand the structure and strategies of the anti-gender movement in order to effectively counter and dismantle its influence.
