The UN Special Rapporteur on Violence against women, its causes and consequences, has released her annual report to the UN Human Rights Council and UN General Assembly. The thematic section of this year’s report, Section III, focuses on a “human rights-based approach to integrated services and protection measures on violence against women,” specifically state responsibility under international law to ensure women’s access to shelters and orders for protection. The report also provides a detailed overview of challenges and best practices in providing adequate shelter and protection to women victims of violence.
At the invitation of the Special Rapporteur, Rosalyn Park, Director of the Women’s Human Rights Program at the Advocates, participated in a January Expert Group Meeting convened by the Rapporteur and hosted by the London School of Economics to gather information and discuss best practice standards on shelters and protection orders. In her final annual report, the Rapporteur also references the Advocates’ 2016 report, “Recommendations for Effective Batterer Intervention Programs in Central & Eastern Europe & the Former Soviet Union.”
